Rosalina is receiving threats for defending her land & human rights.

Earlier this month, an armed group threatened Rosalina, her four sons and her neighbours. A few days later, a vehicle she was travelling in was stopped and damaged.  

This is not the first time Rosalina has been threatened. Since 2013, her community has opposed the construction of a hydroelectric dam which was being built without their consent.  

Their peaceful resistance has resulted in years of threats, intimidation, even murder.  

Rosalina's close friend, and internationally renowned activist, Berta Cáceres was murdered for leading the struggle in 2016.  

Rosalina now fears a new wave of attacks is starting. She knows the threat to her life is real.

Dear Mrs. Mogherini, 

I write as a resident of the European Union to express deep concern at the threats to Rosalina Dominguez and her community in Río Blanco, Honduras.  

Rosalina’s community is in Intibuca, part of the indigenous Lenca territory in western Honduras. She is from the Civic Council of the Indigenous and Popular Organizations of Honduras (COPINH), which defends the rights of the Lenca people and their natural resources.   

Earlier this month Rosalina, her four sons and her neighbours were threatened by an armed group while they were farming their ancestral land. A few days later, a vehicle she was travelling in was stopped and damaged.  

This is not the first time Rosalina has been threatened. Since 2013, her community has opposed the construction of the Agua Zarca Hydro Project which was being built without their consent. If built, the dam would cause significant environmental destruction to the Gualcarque River, which the Lenca people consider sacred. The community’s peaceful resistance has resulted in years of threats, intimidation, and attacks, including the murder of the internationally renowned activist, Berta Cáceres.  

There are now fears a new wave of attacks is starting. Urgent action is required to demand Rosalina and her community’s protection.  

I welcome the European Union’s external policy of support for human rights defenders and its guidelines on their protection. I ask that you ensure Rosalina’s case is raised in political dialogue with Honduras. Please urgently contact Karla Eugenia Cueva Aguilar, the Honduran Minister for Human Rights, and urge her Ministry to:  

·  Condemn the threats against Rosalina, her family and her community 

·  Ensure a full investigation into these threats in order to bring the perpetrators to justice 

·  Guarantee the protection of Rosalina, her family and community (with their agreement) 

·  Implement and respect the UN Declaration on Human Rights Defenders 

Given the urgency of this case, I trust you will act promptly with this request.
