The 1999 Trócaire Development Review has a special focus on Africa, in particular the relations between the African state and civil society. Within this, a variety of topics are discussed, including the challenges facing the international community in humanitarian interventions, the issue of state legitimacy, civil society difficulties in Rwanda, problems facing international development agencies working in Somalia, the plight of children in Rwanda five years after the genocide, debt cancellation, refugee women, and ethical issues and corporate trading practices. Finally, several recently-published key texts on development are reviewed.
