Natural Resource Rights Framework: A practical guide for programme design

Secure access to and control of natural resources is essential to the achievement of Trócaire’s vision of a more just and sustainable world. However, for many people living with poverty their rights to natural resources are under threat, with trends such as climate change and a new scramble for resources driven by agricultural investment, geopolitical shifts and ‘green grab’ exacerbating people’s already insecure access, and undermining their resilience. The purpose of this paper is to develop a Natural Resource Rights Framework that supports Programme Officers, Programme Managers and Country Directors to develop integrated programmes on natural resource rights.
