A briefing paper by Trócaire providing recommendations to the World Bank, IMF and donors for the second generation of poverty reduction strategy papers (PRSPs). The current progress of the PRSPs up to 2004 is also discussed under a number of themes including civil society openness, pro-poor policies, donor strategy and structural adjustment approaches.
