Dear Minister Power,

On October 21-22nd you will attend the Development Ministers meeting in Brussels. There you will discuss the future of Economic Partnership Agreements (EPAs).  I urge you to take this opportunity to present a strong argument for relieving the Commission of its EPA negotiating mandate.

I ask this because:

1. Most of the negotiations are not progressing.
2. Negotiations are stalled because the Commission has failed to negotiate with ‘due regard for political choices and development priorities’ of developing countries, as was originally agreed by ACP and EU countries in 2000.
3. Many of the terms and conditions included by the Commission in the proposed agreements undermine job creation, poverty reduction, initiatives at reducing hunger and development in the world’s poorest countries.

At a time when Ireland and Europe are responding to the financial, food and energy crises by protecting our industries and markets, it is inappropriate and unjust to be asking that some of the least competitive and poor countries in the world offer reciprocal trade agreements and open up their markets to countries with a clear competitive advantage.

It is critical that on October 21-22nd you express the view that it is time to go back to the drawing board, consider a range of alternative trading arrangements for ACP countries and recommend the EC be relieved of its EPA mandate.
