Introduction

Our policy & advocacy work.

Through our policy work, we act as an advocate for justice at a national and international level.

Advocacy has always been one of Trócaire's key strengths. Speaking out on difficult issues and tackling powerful political forces marked the early beginnings of Trócaire when horrific human rights abuses were being carried out in Latin America, especially Central America. Also during apartheid in South Africa, Trócaire played a leading role in NGO opposition and lobbied successfully for the establishment of a special EU fund for victims of apartheid.

Since then advocacy has become an integral part of Trócaire's work. Within this work Trócaire seeks to effect changes in Irish, UK and EU policies that impact on poverty and injustice. Trócaire carries out independent, evidence-based research and analysis on core policy areas and collaborates with Dóchas (the Irish Association of Non-Governmental Agencies), CIDSE (International Cooperation for Development and Solidarity) and other international partners in effective policy, advocacy and campaigning work.

Trócaire also works with a wide variety of civil society partners in the developing world to hold decision makers to account and to engage in shaping policies that affect the lives of people living in poverty. Civil society includes a variety of NGO's, church-based organisations, youth movements, community-based organisations, media, trade unions, women's groups and co-operatives, as well as social movements, networks and alliances. Building the capacity of civil society is key to bringing about lasting change.

Processos orçamentais transparentes são fundamentais nas sociedades democráticas e os cidadãos têm o direito de saber onde e como os seus recursos estão a ser investidos. Em Moçambique, onde cerca de metade do orçamento é financiado pela ajuda externa, a transparência da ajuda torna-se um factor preponderante no apoio a este processo democrático.

Transparent budget processes are critical in democratic societies and citizens have the right to know where and how their resources are being invested. In Mozambique, where nearly half of the budget is financed by external aid, aid transparency becomes an important factor in supporting this democratic process.

Over the past decade since the MDGs were adopted, progress has been made but this has
been uneven across goals and regions. Poverty remains high in sub-Saharan Africa and
parts of Asia. The MDGs can still be achieved but not without real political will, commitment and sufficient financing.

Copenhagen failed to deliver a fair, effective and legally binding agreement on climate
change. World leaders must now return to the negotiation table and conclude the deal that science and equity demands.

This Report reviews the amounts of money allocated to Official Development Assistance (ODA) in the light of the Government‟s ODA commitments and the economy‟s performance and prospects.
